Debra May "Debby" Bertrand, 70, of Elmira, passed away on June 2, 2026.

She was born in Des Moines, Iowa, on September 18, 1955, the daughter of Delno and Betty (Proctor) Hall.

In addition to her parents, Debby was preceded in death by her brother, Delno Hall, Jr.

She is survived by her children, Marty (Justine) Bertrand, Donavan Bertrand, Patrick (Courtney) Bertrand and William (Devanee) Bertrand; brother, Dennis (Debbie) Hall; bonus brother, John Paul Forgione and many grandchildren, great-grandchildren and extended family.

A celebration of Debby's life will be held in Oregon at a later time. In lieu of flowers, contributions may be made in Debby's name to Big Brothers Big Sisters of America, 79 Flint Ave. Corning, NY 14830.
